C-Rank is the lowest tier of Border's combat personnel.[1][2] C-Rank agents are considered trainees.[1][2]
Role
Until recently, trainees were not authorized to use their triggers outside of Border HQ[3], regardless of the circumstances. Due to recent events, they have permission to use their triggers in evacuations as long as they avoid combat.[4] C-Rank agents are not paid a salary as part of their membership[5], but can receive awards for special contributions.[6]
Trainees are given a single training trigger[7][8][9], and whether or not it can be customized, like other triggers, is unknown.[10]
Joining
There are two ways to become a C-Rank agent. The primary method is through the enlistment exam[11][1][12] which consists of a basic physical and academic test, as well as an interview.[11][1][12] Other than low Trion levels or a criminal record, the applicant won't be rejected.[11][12]
The second method is being scouted by Border[12], or by an A-Rank agent in another prefecture.[12] Under these circumstances it is possible they may be exempt from the exam, and may be able to choose where they are assigned.[12]
After passing the enlistment exam, border's judges choose the position and trigger each C-Rank agent will start with[13], however, the agent may change whenever they wish to.[13]
During Border's enlistment day, all new recruits become a C-Rank agent.[14]
Under normal conditions, the ceremony happens 3 times a year[14], or every 4 months.[15] Before the enlistment ceremony, each new recruit must undergo a provisional enlistment[16][17] test which is used to gague their starting level and assigned their beginning usage points.[16][17]
After the press conference on January 27th, the amount of applications required Border to hold an enlistment ceremony every month.[15] Additionally, the recruits were unable to do the provisional enlistment[17]test due to the volume of new recruits and the available time.[17] Instead, Border switched to a quick aptitude test[17] where the C-Rank agents were separated into groups of 5 and pitted against each other[18]. They received 120 points for each opponent they eliminated[18], and would continue until every agent had 4 matches.[18]
Promotion
To promote to B-Rank, a trainee must accumulate 4,000 points with their Trigger.[19][20] Trainees may acquire points through battling other trainees, or by consistently attending scheduled training sessions.Snipers differ due to their consistent training regimen, and they can be promoted if they manage to stay in the top 15% for three weeks in a row.[21]
The only known way for an official agent to be demoted to C-Rank is if their points are reduced below 1,500[22]. To date, no one has ever been demoted through this method, but at least one person may have been demoted to C-rank through other means.[22]
It is possible for a C-Rank agent to request a transfer and switch to an Engineer[23][24] or Operator role[25][24], or to apply as one from the beginning[23][25].
Squads
C-Ranks are not allowed to form squads, and the only known C-Rank squad is listed as unregistered[26]. The squad creation process only mentions B-rank and above agents.[27]. Because they cannot form a team, C-rank agents cannot acquire a Strategy Room.[28]
Emblem
C-Rank trainees all share the same emblem, which has the letter C and 3 dots.
Trivia
- C-Rank agents are not told about Trion[29], but seem to hear about it, like while spending time in Headquarters.[29]
- When Chika was a C-Rank agent at Tamakoma Branch, she was given a Tamakoma trigger that had all three sniper rifles, and bagworm.[30]
- It is suggested that most, if not all, snipers promote through training and their weekly rankings. This is most likely because having only a sniper rifle and no other triggers is unsuited to one-on-one combat.

A: I might show it one day, but yes, agents do get paid. B-Rank Agents get a fee per Trion Soldier they defeat. A-Rank Agents have a salary + fee per Trion Soldier. C-Rank Trainees do not get paid.

Daisuke Ashihara: Q: Kumagai's Kogetsu has a guard, can the design of any part that isn't the blade be freely changed?
A: Consult with the Engineers, and it can be freely changed to an extent. Kumagai blocks with her sword a lot, so a guard was attached to protect her hands.

A: There are basic fitness tests, basic achievement tests, and an interview. Other than having low Trion levels or a criminal record, you won't get rejected (Osamu was nearly rejected).

Daisuke Ashihara: Q: After Attackers or Gunners amassed 4,000 points and rose to B-rank, are they demoted back to C-rank if they fall below 4,000 points in Rank Wars?
A: They aren't demoted if they fall below 4,000, but regulations say if any of their triggers ever fall below 1,500 they will be demoted and removed from their team. But there has yet to be an agent who was demoted to C-rank due to this regulation.

Daisuke Ashihara: Q: How are Squads formed?
A: There are cases where B-rank agents with more than 4,000 points come together and form a squad, or cases where the squad breaks up and the now free B-rank or higher agents find members and re-form a squad. In either case, if the signatures of all the members are gathered on the regulation paperwork and handed in, they are accepted on that very day. It's the same when agents withdraw from a squad or gets added to one.
