Shinoda is noted to be the most powerful person with a Normal Trigger in Border's HQ, which means he is stronger than even Kei Tachikawa.[1] For the purposes of defense missions, he is considered the equivalent of one squad by himself.[2] Shinoda demonstrated his power when he fought on equal grounds with Enedora, temporarily gaining the upper hand after the mechanism of the latter's Black Trigger had been revealed.[3] He was able to precisely and accurately destroy many of Enedora's dummies faster than the latter could produce them.[4] He is also very agile, reaching the training room in no time through wall-jumping.[5]

Shinoda was the swordsmanship teacher of the No. 1 Solo Fighter, Kei Tachikawa, and is hailed as the strongest man at HQ with a Normal Trigger.[1] Although he specialises in dual-wielding[6], he was able to overpower Enedora, a Black Trigger user, with only one Kogetsu, cutting down all his blades before they could reach him.[7] He first uses it in Chapter 70 (Episode 31 in the anime). |

Despite being supposedly inferior to Tatsuhito Ikoma[8], Shinoda is an extremely skilled Senkū user, which he can employ in a number of unique ways. Not only he was seen creating the highest amount of slashes in a single activation - four - with a normal Kogetsu[9], he was able to make his attacks turn in order to avoid Enedora's blades, each swing destroying one of his dummies.[10] He can sheathe and unsheathe Kogetsu while moving and dodging the opponent's attacks.[10] His Senkū attacks can be used to pierce the target instead of cutting them for pin-point offense.[11] He first uses it in Chapter 70 (Episode 31 in the anime). |

It's suggested by Enedora that Shinoda has possibly summoned a barrier inside his own Trion Body in order to protect himself from Borboros' internal blades.[12] He first uses it in Chapter 71 (Episode 31 in the anime). |

Daisuke Ashihara: Q: Is defense duty done on shifts?
A: Basically it is a 3 shift system with 5 Squads each. defense duty comes about once every 2 days, but frequently there are "mixed squads" being made up of agents who have free time or want more wages, so the actual frequency of work is about once every 3 days. Also, Reiji, Konami, Jin, and HQ Chief Shinoda each count as 1 squad.
